On October 17, 2025, Law No. 33-Z of the Republic of Belarus “On Accreditation in the National Accreditation System of the Republic of Belarus” entered into force.
The adoption of a separate law on accreditation reflects the focus of the Belarusian government on product safety and quality. Accreditation is closely integrated into the national quality infrastructure and ensures safety and quality of goods along with standardization, metrology, conformity assessment and market surveillance.
In Belarus, quality traditions have deep roots. Thus, 2024 was marked as a year of quality and later on a Presidential decree was issued to announce 2025-2029 a “quinquennium of quality”. Being an export-oriented country with an open economy, Belarus strives to maintain global trust to the quality of Belarusian products exported to 160 countries worldwide.
The new law is harmonized with international accreditation principles and takes into account the good accreditation practice from global leaders among accreditation bodies. Thus, the law establishes the functions of the accreditation body, the rights and obligations of the applicant for accreditation and the accredited bodies, the procedure for accreditation, the procedure for consideration of complaints and appeals. In addition to that the new legislation covers IT platform in the field of accreditation.
The new legislation on accreditation will help ensure the equivalence of the National Accreditation System of the Republic of Belarus with the those of international partners, and will also contribute to achieving the main objective of the ILAC MRA, outlined in ILAC P4, which is to facilitate the removal of technical barriers to trade and promote the acceptance of the equivalence of protocols and certificates issued by CABs accredited by ILAC Agreement signatories.
